Doña Ana County – Following the recent promotion of Stephen Lopez to Assistant County Manager, Amanda Bowen has been named the new Emergency Manager for the Office of Emergency Management, OEM operated by Doña Ana County and the City of Las Cruces.

Bowen formerly served as a Deputy Manager for the department but had been acting as the Interim Emergency Manager since May 2024, while Lopez, served as the interim county manager.
“Amanda Bowen is one of the most competent emergency managers Doña Ana County has ever had,” Lopez, said. “She has demonstrated her abilities and leadership during multiple incidents including the recent Ruidoso fires. She is more than ready to lead, and the County is in excellent hands.”

Bowen has worked for OEM for nearly six years and has proven to be an invaluable asset. She played a large role in coordinating shelters during the 2019 migrant crisis, managing the 2020 COVID-19 response, providing assistance during the Camino Real Regional Utility Authority water system emergency and much more. As a testament to her hard work and dedication, Bowen was named the Emergency Management Support Staff Member of 2024 by the New Mexico Association of Emergency Management Professionals.
Bowen received her Master of Science degree in Criminal Justice from New Mexico State University.
