Barbara Bencomo, City CAO, is Among Top Women Chief Administrative Officers in 2024

Barbara Bencomo, Chief Administrative Officer for the City of Las Cruces, has been selected as one of the Top 50 Women Chief Administrative Officers of 2024.

Bencomo’s selection was announced Thursday, Feb. 29, 2024, by the website publication Women We Admire. Women We Admire is a membership organization of the most accomplished women executives and leaders in the U.S. and Canada.

Women We Admire provides news and information about today’s women leaders in business, entertainment, sports, motherhood, medicine, law, and many other fields. The website publication covers a broad range of topics and areas of interest aimed at recognizing the achievements of exceptional women while inspiring others to aim high and continue their journey toward reaching their full potential.

Women We Admire.com circulates its content to more than 32,000 individuals and businesses.

“I am thankful for the people that I work with and for having the opportunity to work with such a strong team,” Bencomo said. “This recognition is a reflection of the success we have been able to achieve together for the City of Las Cruces.”

Bencomo joined the City of Las Cruces in 2010 and has served as Chief Administrative Officer since 2021. She currently oversees the City’s Financial Services and Information Technology departments, the City’s Community Engagement Office, and analytical support.

Additionally, Bencomo leads policy development and review, sits on the boards of the Animal Services Center of the Mesilla Valley and The Bridge of Southern New Mexico, and co-chairs a regional advisory council to recommend expenditures from opioid settlement funds. Bencomo also has served as Interim Assistant City Manager, Chief of Staff, Enterprise Resource Planning project manager, and senior management analyst. Accomplishments include: 

  • Consecutive Government Finance Officers Association Triple Crown awards for excellence in public finance.
  • Re-implementation of organization-wide enterprise resource planning system to improve personnel, financial, and operating functionality in city government.
  • The launch of the City of Las Cruces Neighborhood Leadership Academy to promote mutual understanding and engagement with the community.
  • Creation of leadership development programs for multiple levels of the organization.
  • Implementation of technology solutions, including a 311 system to enable the community to report issues and ask questions, and a learning management system to automate staff training requirements and allow for creation of virtual training courses.
  • Development of analyst training for process and program evaluation.
  • Accomplishment of city-wide strategic planning goals, including public Wi-Fi installations.

Prior to joining the City of Las Cruces, Bencomo built an extensive analytical background in the technology and healthcare business sectors. At Hewlett-Packard, she developed financial models for integrated circuits manufacturing and capacity planning, analyzed workstation pricing and bids, and recruited candidates for corporate-wide hiring.

At Huron Consulting Group, Bencomo analyzed operations, labor productivity, and valuations for hospitals across the U.S.

She is a graduate of The University of Texas at Austin with a bachelor’s degree and a master’s in business administration degree in Finance.
