Las Cruces City Council has adopted an Ordinance confirming the successful completion of a Local Economic Development Act (LEDA) project with X2NSat, Inc. and authorizing its termination.

City Council approved the Ordinance at its regular meeting on Monday, April 15, 2024, in Council Chambers at City Hall, 700 N. Main St.

The company received $300,000 in state LEDA funding from the New Mexico Economic Development Department (NMEDD) for the project. The City provided $150,000 in local matching funds, in the form of a lien on the property, for a total of $450,000 allotted to X2NSat, Inc.

The funding was used to support the X2NSat, Inc. project which created 30 new full-time jobs. X2NSat, Inc. is a regional satellite communications company specializing in satellite communications for tracking and management of fleet vehicles and related commercial activities. The company operates at the Las Cruces Innovation and Industrial Park.

NMEDD completed an Economic Impact Analysis of the X2NSat Inc, LEDA project and determined the company has provided the NMEDD and the City with a full return on investments.

Also Monday, City Council adopted an Ordinance approving a zone change of almost three acres at 712 and 722 Hendee Place and at 725 Basha Arch. The Ordinance sought a zone change from R-4C, Multi-Dwelling High Density and Limited Retail and Office-Conditional, to R-4, Multi-Dwelling High Density Limited Retail and Office.

The zone change removes a condition that limits buildings to one story in that R-4 zoning district. However, an amendment to the zone change, approved Monday by the Council, will limit the height of buildings to a maximum of 35 feet.

The three parcels are currently vacant. The zone change will allow for the construction of multiple stories not exceeding the 35-foot height limitation which will enable additional multi-family units to be built, while meeting site design elements, including landscaping, parking, site drainage, and building setbacks, that are required by the Las Cruces Municipal Code.
