The City of Las Cruces has announced the promotion of Celina Morales to Deputy Director of Economic Development.
Morales joined the City’s Economic Development Department in 2022 and has played a key role in advancing business development initiatives, building strong community partnerships and supporting strategic redevelopment efforts. Over the past eight months she has served as Interim Deputy Director, demonstrating strong leadership, strategic vision and a deep commitment to the City’s economic growth. Her dedication, professionalism, and collaborative spirit have made her an invaluable member of the Economic Development team.

“Las Cruces is full of energy, opportunity and potential,” said Morales. “I’m excited to help our local businesses thrive, attract new investment and create pathways for long-term economic success. A major goal is to promote sustainable, inclusive growth that ensures economic prosperity reaches all residents.”
In her new position, Morales will oversee a broad range of initiatives designed to foster a vibrant and resilient local economy. Her responsibilities include managing redevelopment projects, coordinating business incentive programs, leading business attraction and retention efforts and working closely with regional partners to advance key economic priorities for the City of Las Cruces.
Morales earned a bachelor’s degree in advertising from the University of Texas-El Paso and brings a strong background in communications, project management and community engagement to her work. Her leadership will continue to support the City’s mission of creating opportunities for residents, businesses and investors alike.
