The City of Las Cruces has issued a Request for Proposals (RFP) seeking a qualified Master Developer to lead redevelopment of approximately 84 acres of City-owned land in the East Lohman corridor into a walkable, mixed-use neighborhood center with residential, health services, commercial, civic, and open space uses.
The project site is located south of East Lohman Avenue, between Roadrunner Parkway and Sonoma Ranch Boulevard, across from MountainView Hospital. The property is positioned for redevelopment consistent with the City’s adopted East Lohman Development Plan and the Elevate Las Cruces Comprehensive Plan.

Project Vision and Goals
The East Lohman Development Plan envisions a vibrant neighborhood center anchored by a mix of uses, including medical and health-related activity, housing options (including affordable, attainable and missing-middle housing), and supporting commercial and civic destinations. The plan emphasizes complete streets, multimodal connections, open space and trails, and protection of key natural features such as arroyos and view corridors.
Through this RFP, the City is seeking proposals from experienced development teams capable of delivering a phased, performance-based master development approach that includes:
- A connected, walkable street network and supporting infrastructure
- A balanced mix of residential, commercial, hospitality, civic, and open space uses
- A strategy to coordinate with and complement nearby medical and employment activity
- Sustainable urban design and green infrastructure
- A clear financing approach and demonstrated capacity to execute across multiple phases
