County Commissioners Adopt Resolution On Project Jupiter Communications

The Board previously authorized the issuance of Industrial Revenue Bonds in September 2025 to support development of the project.

The Doña Ana County Board of Commissioners adopted a resolution directing the County Manager and two commissioners to seek clarification and provide updated information regarding Project Jupiter, a data center campus currently under construction in the Santa Teresa Industrial Park. 

The Board previously authorized the issuance of Industrial Revenue Bonds in September 2025 to support development of the project. Approval was based on information provided by project developers, including plans to limit impacts on local water systems through the use of closed-loop cooling systems for both the data center and associated micro-grid power plant.

Recent media reports have raised questions about whether those systems will be used as originally described. County officials say they have not received formal communication from project developers or tenants confirming the changes. 

“The Board’s priority is ensuring transparency, compliance to agreements and protecting community resources, especially our water,” Commission Chair Manuel Sanchez said. “This resolution ensures we have accurate information and that any changes are fully vetted in a public setting.” 

The resolution directs the County Manager and two county commissioners to:

  • Communicate with project developers and tenants to verify the accuracy of recent public statements.
  • Determine whether any project details differ from those originally presented to the Board.
  • Identify options to minimize potential impacts to water usage while maintaining economic development benefits. 
  • Review any additional proposed changes to the project. 
  • Present findings and recommendations during a public meeting of the Board of County Commissioners. 

All phases of construction for the data center campus remain subject to County approval through the building permit process, ensuring compliance with applicable statutes, ordinances and codes. 

The Board emphasized its commitment to transparency, accountability and responsible economic development as the project moves forward.
