County Names Lucio Luttrell As Deputy County Manager 

Luttrell will continue overseeing several key departments, including Financial Services, the Office of Performance and Budget, Animal Control, Fleet Services, Quality of Life & Recreation and Government Relations.

Doña Ana County has officially appointed longtime employee Lucio Luttrell as its next Deputy County Manager following his service in the interim role since October 2025. 

Luttrell will continue overseeing several key departments, including Financial Services, the Office of Performance and Budget, Animal Control, Fleet Services, Quality of Life & Recreation and Government Relations. In this role, he works closely with the County Manager to advance county priorities, maintain strong financial oversight and improve services for residents.

“After conducting a nationwide search, we found the right person for the job in our own backyard,” County Manager Scott Andrews said. “Lucio has an incredible work ethic, a strong grasp of the County’s financial picture, excellent problem-solving skills and a positive impact on every interaction he is part of.” 

Luttrell has been serving Doña Ana County since 2015 and brings more than a decade of experience in public finance and administration. He also serves as the Director of the Office of Performance and Budget, where he leads the development of the county’s operating and capital improvement budgets, strategic planning efforts and grant administration.

“It has been a joy watching Lucio grow during my tenure with Doña Ana,” County Manager Andrews said. “I look forward to seeing his continued growth and development in the years to come.” 

Throughout his tenure, Luttrell has held several key roles including Budget and Research Officer, Budget Analyst, Accountant and Payroll and Accounts Payable Manager. He holds an associate and bachelor’s degree in business administration from Western New Mexico State University and a Master of Business Administration with a concentration in Finance from New Mexico Highlands University.
