Las Cruces voters will decide whether to authorize up to $26 million in general obligation bonds for renovations and expansion of the Thomas Branigan Memorial Library in the Nov. 3 general election.

General obligation bonds allow municipalities to finance major capital projects through borrowing backed by property taxes. According to the City, the proposed library bond would be secured by existing property tax capacity and would not require a tax increase.
The ballot asks voters whether the City should be authorized to issue up to $26 million in bonds to acquire, plan, design, develop, construct, improve, renovate, modernize, automate, furnish and equip the Thomas Branigan Memorial Library.
Approval would authorize the City to issue the bonds for the library project. The question does not require the City to issue the entire $26 million.
The proposal is one of the local decisions facing voters in the Nov. 3 general election.
